Think tank proposes rent controls with tax reforms

The Joseph Rowntree Foundation has proposed rent controls capped at CPI inflation within tenancies, combined with reversing Section 24 mortgage interest restrictions and applying National Insurance to rental income. The charity claims the measures could save renters £1,200 annually by 2030 without triggering landlord exits.
